In early April, the Paraguayan football association (APF) organized a seminar for match commissioners with Chilean expert Alfredo Asfura as the main instructor. “The APF is beginning to understand the importance of the match commissioner or delegate. The idea is to improve the competitions, as the confederations and FIFA have done, by giving the delegates or commissioners directives to be implemented during matches. Local matches, Copa Libertadores matches, qualifiers and even friendly matches, whether they are attended by 1,000 or 50,000, should all be organized in the same way, as the issue of safety remains unchanged. It’s the only way to look after the image of this marvelous sport,” said Asfura.
